Creating a gif does require talent, and this site has seen some wonder gifs. I actually have a couple of them in my favorites.
However, unless you have a WOW static image, especially in a blind contest. You do not have a chance in getting the votes if you are up against a gif.
Take today's contest for example. There are some really nice entries, but most likely the one gif in the contest will most likely take the prize. It already has over 80 views compared to the average 50 views for the other entries.
I might not know how to create gifs as well as some, but it is sort of discouraging to enter in contests that have gifs also.
My thoughts, have a separate section for gif only contests.

Now that the contest is over, I'd just like to kindly state that peeps should not be commenting about any particular entry/entries via threads whilst they are live. It's stigmatizing and simply unfair. I managed to refrain from doing so myself. Therefore I'm sure that you can do the same.
