I agree with dewking, that is one way. Or if you can find a large image of a magazine cover online and try to duplicate it's key graphical features with ps. Here is a nice collection on commercial fonts that also might help "spiff" it up a bit:

You could combine Popular Mechanics and Cosmopolitan and come up with something much worse than the first two you listed. Shocked

dreamweaver has a load of templates, as does coraldraw, ms puplisher, etc, etc, or you could go with 'Popular Cosmopolitans'
