Matt,
Assuming you are using Photoshop, try the following:
Make sure you use the" Save for web" command option which you will find under the File menu on the Photoshop Interface screen. Under "Save for web", you will have options to reduce or increase the size of your image. Make sure that it is 75 KB or below, and then save it and resubmit.
