Depends on what do you need to adjust.
Illustrator CS/CS2 can open a PDF file for manipulation, but you'll need the fonts installed.

Grefix, I was thinking along the same lines, but a white image, if it dosn't get enough votes to win Smile , will hurt one's VPP average.
