Now?...hell....it has for quite some time....though I would include most of Europe and Canada in that also.

IMO, the modern decent music come from Canada, United States, Norway, Japan, Iceland, Turkey, France, Mexico, Brazil, Cuba, Mali ... & ... & ... & also England.
