Hah! No, they're both American expressions.
Dunno what they'd call 'em on the continent, but in the UK we usually say tramp, drunk, dosser ... well whatever.
Of course technically some of those terms just mean a chronic alcoholic, some a homeless person, and others a scruffy or dirty person - but they're usually used pretty much interchangeably

I'm from jersey...we call 'em Sterno-bums
and I'm pretty certain the term "Hobo" came from all the
bums who road the railroads out of Hoboken NJ way back when.
In Philly everyone called em Lousy bums.
and down here they are "displaced persons".
My father was a 'brown bagger"..carried his whiskey
everywhere he went in a crumpled brown bag. So very Irish.
I dated a girl once that was a triple bagger.
