maybe try a gradient mask to make it softer near the top of teddys head, then gradually get stronger as it gets closer to the subject proper?

yeah that'll do. One last thing, since the reflect is wavy, try making the waters edge just a touch too. As it is its very smooth. That doesn't match the reflection. Sorry LOL I did not know you're using gimp. This should have way more votes then!!!
