I made this using colour picker, to create all the different layers I wanted to use, and then three new layers of solid colour to create the water - the creature is a Phycodurus eques (leafy seadragon) (edited)

your footnote doesnt make it any clearer what it is you were trying to achieve. If you meant it to look like the seaweed is partially suspended in a small beach stream..then it mostly works...The specualrs on the portion far lefts is way too soft.
