I can't be on much longer..beddy time for me..but
try real quick with 'contrast' and see if the dark lines stand out enough to grab w, color wand real quick-
it MAY be good enough for the trace.

nope just kinda pulls the dark out

here's a really rough one I did. I don't have a lot of time to spare on the details, but i'm sure you're skilled enough to go through and touch it up and do what you wish with it.

You'll have to zoom in on it and draw the lines on a layer above it..
a little time consuming but all you can do.
I strogly suggest if you do this a lot , that you are already a good tracer and should think about
speniding the 100$ on a Wacom tablet. from any office supply, best buy, places like that.
If you are a full time artist I suggest buying a $200 model that has a zoom slide right on the pad.

Trace it in illustrator with the pen tool... If you have Illustrator CS2 you can try using the auto trace feature, It's amazing! I lah ket a lot...

This is how I did it quickly, I know there are other methods, but this seems to work pretty well, first I brought up the size to 200 pixels/inch, then under adjustments, raised the contrast a bit, and under exposure setting in adjustments, lowered the levels just a little to enhance the colors and define the outlines a little better.

then in filters, sketch, stamp, play with the levels until you get the desired amount of outline, from there you can go in with a brush and clean it up, this is something you can do, I did not spend too much time on this, so I know you can do better.

Let us see your results when your finished Cool
