What I am looking for is a way to turn on a police cars top lights. This is NOT an animation, I am taking a police car and putting it into a night setting and I need it to look like the police car has the emergency lights on.

Is there some sort of tutorial I should be looking at? If you do not understand, I can post the mocked up picture if you would like. I would be posting it now, but I am still working on trying to get a few other details finished before I work on the police car. I should be at the stage of mocking the picture up tonight that I would be able to post the picture.
