I bet if you put a bulletin of some sort on the front page, you'll have more sign up.
I've always thought there should be a place for news bulletins in the new site layout, but it just hasn't happened.

Anyway, you could put it just under the calendar on the right. Currently an ad is there, but that can be moved to just under the "Image of the Day"

There really should be a place for special announcements to catch the attention of everyone that visits the site. Not everyone will read their emails in time to sign up and there are a TON of folks who don't even know we have a forum.

I like Splodge's idea and Scion's idea. Both ideas are a lot simpler than my own. Maybe, with Procyon's outgoing e-mail and any advertising, we will make 128. That would be great! But what if we don't? I still think it would be nice to have a more inclusive contingency plan. Procyon?
