Yeah I'm really new to using photoshop and Im just starting to get into using filters,effect, and taking things out of pictures and stuff like that.

as you can see in mindgraphs pic it has a motion blur. i would like to add that if you have the rats in a sep layer after the blur to push them to the front of the blur as a motion blur blurs on both side of the object and the car is going in one direction (forwards) and would give them a better since of you passing them by does that make sence?

I have 3 layers on mine which is similar to what nogood said. The rats are pasted back in two times. I did a motion blur on the background in the window area and then in the first rat layer which is to the rear of the other I did the wind effect and then a blur and then on the top layer of the rats I did a very slight gaussian blur. That way I give the movement effect but didn't lose alot of detail on all the hard work you did on the rats. Cool job you did!
