i have some images taken by myself and want to start a new contest. i am not an advanced user, can i start a new contest?

You can't.

Only Advantage Members may submit images...and even then there's a voting process.

and even then there is a waiting period of time ( no one knows how long ) that psc advance algorithm take to process the image.

Hi Rachna,
You could check out Advantage
It's about $30 US for the year, or $10 for 3 months.
You are given a full month's worth of high resolution source pictures to work on and submit at any time before the contests. So you could post now in a contest for the end of January.
You can upload higher res entries up to 1280x960 and 512mb.
You could then upload your own photographs to go in the queue for daily source images. You get to vote on them daily if you choose. There's other stuff like less adds and a private chat room.
All in all, it's quite cheap entertainment really. Well worth a 3 month try for $10 to see if you like it.
