From the PSC rule book.
#137. On the event of Marcoballistic winning a contest, the nearest PSC member must give him a kick in the nuts.
#137b. On the event of Marcoballistic winning a contest that anfa has entered, the nearest PSC member must kick him in the nuts repeatedly until he blacks out.
