where is the small print saying only us residents are elegible for prize?

It states INTERNATIONAL 13+ - so, everybody over 13 can enter.

It is hosted by DeviantArt, which is a very international site, thankfully. As the others have said, it should be open to anyone and everyone.

I have contributed an entry to the competition as well. It was nice to try something different, chosing from the 9 images.

It's not cheating, it's to show you the contest is still there. Besides, there is a jury to pick the winners, it's not by votes. I made two entries, this one is the second and it is a whole new concept for me.... wierd art.

This contest has the usual hidden red tape for contests...

- Firstly you need consent form any people who are in the resulting piece.
- You need to be over 13 and able to consent.
- Warning for those who have a copyrighted likeness or intends to have one in the future = "Winner agrees to Sponsor's use of his/her name, address, likeness, and/or prize information for promotional purposes in any medium without additional compensation to the extent permitted by law."
- During a period of time you wont be able to use the work you have made to publicise anybody else other than yourself, you retain .

The good news is...

All Works submitted will remain the exclusive property of the Entrant, provided that:

1. All images used in the Work acquired through the asset pack on the Contest Site or through stockproject.deviantart.com are used under the Terms and Conditions found at stockproject.deviantart.com;
2. during the Promotion Period, and for a period of one year thereafter, eligible Works submitted to the Contest may be posted at the Contest Site or otherwise displayed in selections made by Sponsor and/or Fotolia, and in any form and media on or off the deviantART site, but only in connection with promotion of the Contest and/or with reference to the Contest;
3. during the ten (10) year period immediately following the Promotion Period (the "Display Period"), the Sponsor, and/or Fotolia may (but will not be obligated to) display prize winning Works in any form and media in connection with the promotion of their respective businesses;

Compared to the contests I have seen on-line, this one is legitimately not shit.

Advice to newer members of PSC and some older ones...
If you do not have a licence for Photoshop which grants permissions to create a work for this contest, use The GIMP instead.

Lets not have anybody loosing their prize because they overlooked something as simple as licensing.
