I think if you would have just put "budget cuts" as your Title, left the authors notes alone and not had the green frame with text on this, it would have more impact... but nice anyway.

popped all my votes but I really like what you've done. while i don't have a problem with the word "suck" in certain situations I believe this piece would be more humorous without it.
