In your Photoshop brushes you'll see a brush that looks like a blade of grass.Select this brush (dune grass). Then go into its brush presets Make sure your colors are correct for what you're doing.. in this case it was just Black.

Then, just brush it on heavy near the stack, and pull away lightly to make the rest. I then selected areas away from the stack with the lasso tool and dropped them down to simulate gravity.
