ugh! it's like that book, "Eats, Shoots & Leaves." It's supposedly about proper grammar and punctuation, but it's British, and they seem to just make it up as they go. Commas and periods inside, dammit! We fought a Revolution over this!

Putting commas and periods outside the quotation marks isn't any easyer to accomplish, so obviously it was intentional and not lazyness.
