I'm trying to create 16 x 16 icon files but they do not come out clear. I do the drawing in Illustrator, then save as a PNG then opening the PNG file under IcoFX application then saving into a 16 X 16 .ico file.

Is there a different way to go about this? Can someone help please?

if I recall correctly there is a plug in for photoshop ( not sure for illustrator ) to save the png's as .ico files . I have used it before and the icons are clear.

it's called a favicon .ico,

I draw all my fav icons by hand in photoshop. Pixel by pixel. To get the best result. Before I save it out using the favicon-plugin.
