The image appears on the Drudge Report, but there doesn't seem to be a story associated with it. The URL suggests it's an arrival shot from the Cannes Film Festival.

Any clue who it is? Looks like a cross between Milton Berle and Nancy Pelosi. At any rate it's someone whose vanity has outworn its welcome.
