Claude I got it in French 10 decades in Montreal you pick up un mot or deux. What made me think of Plattsburg was the Highway 87 reference.

Plattsburg for those not from Upper NY or Montreal was the destination of many Montrealers to go to the Mall and shop plus the beach on Lake Champlain. The town really suffered after they closed the Air Force base.
