I will definitely control as many of the elements as I can with CSS. We (actually I) try to stay with doing layout stuff that will keep us compliant with section 508 guidelines (and Bobby certifications). Plus CSS allows me to quickly alter the layout. If you go to the main page (http://www.co.wood.wi.us) and disable the styles you'll see I'm used to CSS (not a master by any means but I'm getting better).
Mainly this shot was just a dummy-up to work out the design. My slicing concern is so that I can set the background images of my DIV layers correctly. And actually this morning I thought of another problem. The banner at the top would mean that I am stuck with the width.
