Of course it is an old cartoon character... i think from a book.
I will faint if i dont have it in 10 minutes..... sheesh...
There is something wrong with the nose. First i thought pinocchio, but no.
I end up with a ...some... kitty...kinda.... somebody HELP?
its some female face... or young boy... child anyway...

Add a lot more forehead, the smile needs to be a lot bigger, Make the smile more U shaped and show upper teeth. The upper lip needs a lot of skin between it and the nose, and the upper lip itself is amost non existent when compared to the bottom lip. The bottom lip will be fat. No bottom teeth visible
