One of the many working titles for Monty Python's Flying Circus was Owl Stretching Time. It was later used as the title for the 4th episode of series 1.

I think it's actually 'horns" and whomever named named was talking about these guys.

"The feather tufts or “horns” are simple decorations to make the birds more fierce looking."
