for the ripples i used a plugin, AutoFX Dreamsuite ripples. You could also use photoshop's zigzag filter. As for the mist it was somewhat trial and error and did take much longer than i wanted, i created the basic shape, filled with light blue, rasterized the shape, applied gaussian blur and then clouds and lowered the opacity. from there i used various soft brushes and smudging. hope that helps some
