He needed a suntan, so he could sharpen up, it was doubled up pretty bad, so I removed the excess blur, and fudged a bit, I hope it can help ya rich

W/ Angled strokes filter, it seems to help this image

I really have to ask... why didn't you just take another picture?

the only solution is blow it up to a HUGE dpi and draw in the details.

try to blur with an amount of minus 3 pixels

man thats one blurred image, I think reconstruction and creative licenses abound are the only way ahead if you want it clean and sharp, Mikey is on the right lines, then take it into PS and start textuign and shading the work, like Sci says, we are talking alot of hours

i did mine in 10 minutes...and I think it shows what can be done if you spent some more time over it.
