Best way to do this is to take your finished white paper map and blot it with a wet tea bag until it's completely covered and soaked through.
Crumple it and let it dry overnight.
When dry, tear the edges and maybe even burn them a bit with a lighter.
Rub a bit of vegetable oil over the page to give it a slightly translucent look.
Now you've got a map that looks like it's been sitting outside for 100 years.
