The sky is one image, and the balloon is another image. Everything was adjusted to the sky pictures color. Then I duplicated the cliff layer, and darkened it so that it appears in shadow.

Then I masked some of that duplicated layer along the top, so the lighter version shined through and it looked like the sun's rays were still hitting the top.
