Hey Luxwiz, i use the "motion blur" filter. I duplicate the layer i want to put in motion and play with motion and opacity. You can put the blurred layer above or under the main layer, add a mask and erase some parts to get the effect....

....I did this one very quickly (it's a 30 minutes post); But if you take some time, you can get a really better result.
