I agree with martrex. I would suggest working in layers, and put the water under the larger layer. Liquify can help achieve some effects you would want along with warp tool and blur nice effort thoughy. . this is an encouragement vote.

You could have cut out the water and then alter it and then recombine them, so as to not disturb the pool edge. Suggestion only. ; )
