Thanks Wiz, I tried to add Dust and Scratches and Posterize the car. Can you recommend an good filter to make it appear drawn?

Try Filter>Artistic>Film Grain. Play around with the sliders until it looks right. Also decrease the amount of smallish detail on the car that old illustrators never bothered with! ;-)
