but light is coming from left so its coherent on seagull as well rhey are both kinda in the shade of the palm tree so the light shoulld be fairly difuse

The seagull doesn't appear to be in the shade of the palm tree. It is lit from nearly direct top left and front of him a bit. Compared to Mr. S the gull is glowing.

maybe the gull is getting hit by some light refracting through openings in the leaves :)

More likely light is reflecting off of Lex Luthor's ship from above and hitting the gull.
