I tried to find a good fog/cloud brush to do that but gave up after an hour. I didn't want to paint it in there. And about million blend modes and hue changes. It was blue.

Thanks. Deviant art has a lot of goodies. I would work on the picture but I have had problems with my edits updating. Thank you. I found some at Photoshop Supply as well.

or, ... you can google "fog png" and download a bunch to use in screen or lighten mode.
