3 resource pics - the original for the clouds and the figure, the sand and the lightning were googled. The rain is a PS preset brush (tool). The water with reflection was added manually.

ScionShade :: Sorry, the water was painted in manually on a separate layer with multiply blend mode, the clouds were duped, flipped vertically and screened over the water layer (with a little blur).
