why I am I having so much trouble getting this image to fit the size requirements of PSC? It's flattened, a low quality jpeg, and 3 inches wide. Any help would be apprecieated.

You can have the image up to 75kb. I recommend a 475 pixel width saved with "Save For Web" and adjust the quality slider until the file size is just under 75kb. Hope that helps.

You're not saving at 300dpi are you? If so then drop it to 72dpi.
