the tone is just basic photoshop: layered glow multiplied then brushed away a bit... i kinda like the blue on a sepia photograph... i spray on a bit of orange using a filter to accent; gives it a discolored look... i mess around with dodge and burn overal

the sign post is simple C4D'd (cylinder for post and plane for signs then i bend them a bit) after PS and illustrator then amsked and dropped back into PS
