Why don't they have something where you can submit works of your own that don't have to do with PSC and have other people comment and vote for it?

yes. supposedly. I haven't had this happen yet, but it's supposed to. Even though the site is overwhelmed by less-than-interesting anime wanna-be scribbles, there is plenty of real art, some of it the best I've ever seen. There is also dozens of kick-ass comics and graphic novels.
