I'm still trying to get used to CSExt.

Question: In PS7, once a blending (stoke, emboss, etc.) was applied to a layer I simply dragged it to the layer in which I wanted the same blend.

Now...how do I do it?

Right click, copy layer style. Then on the other layer, right click, paste layer style. Does that do what you want?
