How about MediaCoder with Flash Extension

There are probably numerous solution for a two-step conversion - DVD to AVI, then AVI to Flash

i just ran a quick test, converted a 25mb video clip though flash, converted it to .flv and added volum, pause, FF, REW, stop and start controls, for 6.3mb, only took a few min's and will play at what ever window size you set, many cortrols options

For a two-step approach you can start with converting the DVD to AVI with e.g. AutoGK, Then convert the AVI to FLV

i think it's only in flash 8 pro and that cs3 bollox, 'file > import > import-video' flash will opon a video diologe pannel giving you a host of options, default is good enough until you get to the control options, my fave is 'all, black, over'.

example,

I'd rip the DVD using DVD decrypter. then use macromedia flash video encoder and then using flowplayer to show the video.
I used both macromedia flash video encoder and flowplayer for the video tutorial section: http://photoshopcontest.com/tutorials_video/5/doctoring-images-cs3.html
