Someone asked me how I did this effect, so here it is.
Start with an image.





Duplicate it on it's own layer.





If you have many layers, then select all/ copy merged/paste on the top layer.Now, invert this layer.





It should look like this.





Set it to soft light (or overlay depending on how strong you want the effect).





Now go to Filter/Other/High Pass.





Move the slider until you like the look.





You can mask out the areas you want sharp again.









Adds a nice effect to portraits.
