Allow me one question please: A new client - working as software coder - was asking me to create icons for his software product. Size shall be 32 x 32 pixels or 16 x 16 pixels. Data format .svg

Would you recommend a certain workflow for such tiny icons, or would you go the common way bye PhotoShop or Illustrator?

Oh, if you were using a Mac I would have recommended Iconographer which is free software, and works really well. (You use it in combination with Photoshop.)

You may be able to find something similar for a PC. Try http://www.versiontracker.com

Do them up in Illustrator at a size you're comfortable working with and then scale down to the size needed by the client when you save as .ico file.
