Use the sky filter, and slide the cloud bar until you reach the desired effect Wink

I used some brushes for sky. Then sharpen up the image . Used Render->lighting effect. And various adjustment layer Photofilter, Brightness and contrast, Hue and saturation, Color balance and masked them as required
