Posting an image/chop in chat or the forums still requires you to have a host server though. So either way you'll need a webserver other than PSC.

People have already pointed to photobucket et al in other threads. Just to give props to JHM, he does have hosting plans that sound pretty good. I'm looking into a budget to have me own domain hosted by jhm's good crew.

Otherwise you could also check out bravenet hosting for free hosting (limited bandwidth though).
