it's called tilt lens effect... to make the toy illusion you create a top and bottom lens blur effect and up the saturation,the man just happens to be in the top zone,it wouldn't work putting him in focus and the rest of the bg blurry

@ seamus...I use CS2,so it's reflected gradient and lens blur still... maybe one day adobe will have a chop filter,you enter the idea and source image in the configuration parameters and it does the chop for you :)
