Thanks for votes and the nice comments! Oke for the confetti I copied the tubelayer, transformed and rotated it so that the red of the tube covered most of the area that I expected to be my final image.

Then I ran the mezzotint filter with fine dots. Deleted some parts at random with the magic wand, conntigous. After that I used YerPalAls snowmaking tut on a layermask (I think with colors inversed) and then I used a black grunge-brush in the layermask t

to delete some parts of too 'crowded' areas. The confetti on the floor are several copies of the now created confetti layer, each with a resize and a strong perspective transform in different amounts.
